for Submissions for Concept Plan - Proposals for the Britannia
Farm
Proponents are invited to submit Concept Plan proposals for a
Master Plan for the Britannia Farm considering the following
uses:
(i) Community Education Centre/Leadership Convention Centre
(ii) Heritage Properties
(iii) Working Farm
(iv) Preservation of Environmentally Sensitive Areas
(v) Future Potential Uses
The successful proponent will be instructed by Peel District
School Board to proceed with the preparation of a Master Plan for
the Britannia Farm.

A mandatory site visit will be conducted on Tuesday, August 20
at 1 p.m. starting in the Atrium in the Board Office at 5650
Hurontario Street, Mississuaga.
Submissions from firms are due in the office of the Controller,
Planning and Accommodation , Peel District School Board, H.J.A.
Brown Education Centre, 5650 Hurontario Street, Mississauga, ON
L5R 1C6 before 4 p.m. Friday, August 30, 2002.

Information package - Britannia Farm Concept
Plan
1) Introduction
The Peel District School Board (PDSB) invites the submission of
Concept Plan proposals for the Britannia Farm. Submitted proposals
will be evaluated by PDSB and the successful proponent will be
instructed by PDSB to proceed with the preparation of a Master
Plan for the Britannia Farm.
Proponents ought to review Section 3 of the Proposal Call
entitled "Proposed Facilities and Uses" and develop a Concept Plan
that identifies the spatial location of the Proposed Facilities
and Uses. The location of facilities must be space efficient and
complement adjacent uses. Proponents are also encouraged to submit
additional ideas that support the Proposed Facilities and Uses.
All proposals must comply with the requirements of the City of
Mississauga, Region of Peel, Credit Valley Conservation Authority
and other regulatory agencies.
2) General Description of Land
The Britannia Farm is solely owned by PDSB. It is the intention
of PDSB to retain ownership of the land. The farm is comprised of
approximately 196 acres within an area bounded on the east by
Hurontario Street, on the south by Bristol Road West, on the west
by McLaughlin Road and on the north by Matheson Blvd., West,
Mississauga. The property is largely undeveloped with the
exception of approximately 15 acres along Hurontario Street having
Heritage Properties including the Britannia School House and Site,
Dunton House, Britannia Farm House and Barn. All these structures
are designated under the terms and conditions of the Ontario
Heritage Act. The remaining land is undulating agricultural land
dissected north to south by Cooksville Creek including a sugar
bush/woodlot along the west perimeter of the property. A site plan
showing boundary and topographical features of the property is
available from the Board.
3) Proposed Facilities & Uses
Each proposal is to include any additional information
pertaining to potential business relationships or funding sources
that may support any or all proposed initiatives and must address
the following:
i) Community Education Centre/Leadership Convention Centre
Peel District School Board is currently soliciting proposals
from architects for the construction of a 90,000 square foot,
three-storey Community Education Centre/Leadership Convention
Centre. The building will feature a ground floor 30,000 square
foot convention centre component. Additional requirements include
executive office space, classroom space and meeting space.
Peel District School Board wishes to locate this building on
the Britannia Farm at the corner of Hurontario Street and Bristol
Road, Mississauga.
All proposals must consider the use of this space for
Convention Centre purposes. Such use would be by the Peel District
School Board, the Community Education and Training Program , the
Leadership and Training Centre, the community, other
public/private agencies and individuals.
ii) Heritage Properties
The Board wishes to preserve and use the Heritage Properties
known as the Britannia School House and Site, Dunton House,
Britannia Farmhouse and Barn. The Britannia School House and Site,
Farmhouse and Barn are not presently used on a continuous
basis.
The Board recently established the Dunton House as the location
for the Peel District School Board Archives, subject to securing
funding for this purpose. The purpose of establishing a permanent
archive is to preserve and protect the Board's artifacts and
provide a location where they can be viewed and shared with
students, staff and the community. As a matter of additional
information proposals ought to identify potential sources of grant
funding to assist with the archives project and other proposed
uses for the Heritage Properties.
iii) Working Farm
PDSB wishes to consider various community and student focused
uses for the Heritage Properties as well as the possibility of a
nearby student focused working farm or agricultural demonstration
project that would be potentially funded or jointly operated with
other organizations. As a matter of additional information
proposals ought to identify and recommend potential business
relationships and/or funding sources for the start-up and on-going
operation of an agricultural program that would benefit the
students of PDSB.
iv) Environmentally Sensitive Areas
All proposals must take into account the preservation and
enhancement of environmentally sensitive areas including the
sugarbush/woodlot and Cooksville Creek. PDSB wishes to include the
operation of the sugar bush as part of any agricultural project
and minimize disruption of the water course referred to as the
Cooksville Creek. All proposals must also identify areas that
would be recommended as open green space including parkways or
parkland that would be used for recreation purposes or retained in
its natural state.
Each submission ought to consider horticultural improvements
that would include the potential for a botanical garden that would
be used as an adjunct to CET/LTC/Convention Centre and provide an
attractive linkage to other uses.
v) Proposed and Future Uses
The preferred Concept Plan will ensure that the proposed and
future potential uses are facilitated by the plan. Although no
additional uses can be confirmed at this time, opportunities ought
to be identified and planned for joint servicing, joint parking,
joint funding, internal and external street and road
access/linkages. Planning for future uses must identify potential
development areas and activities that minimize impact on
environmentally sensitive areas of the site, Heritage Properties
and Working Farm.
4) Experience
Proponents that submit Concept Plan proposals must have
favorable references and experience with PDSB and with local,
regional and municipal governments
5) Interviews
Short-listed proponents will be expected to present concept
plan details and supporting information at interviews scheduled to
take place in September 2002. Short-listed proponents will be
contacted by PDSB to schedule an appropriate interview time and
place.
6) Concept Plan Submissions
- Limited to a 6 page concisely written description of the
project (may supplement with supporting images, diagrams,
sketches or illustrations)
- Each Concept Plan proposal will include architectural
schematic layouts of the Proposed Facilities and Uses including
parking, linkages, traffic egress and access
- Each Concept Plan proposal will also include a plan for use
of the remaining portions of the Britannia Farm
- Please deliver 8 (eight) copies of the submission no later
than 4:00 pm Friday August 30, 2002 to: Controller, Planning

7) Selection of Consultant & Fee
Terms and Conditions of the Board's Standard Form of Agreement
between Peel District School Board and Consultant shall apply as
well as those contained in Schedule A (available below).
Schedule A
1) SELECTION OF CONSULTANT & FEE
The lowest or any fee estimate may not necessarily be accepted
and unless otherwise stated, the Board reserves the right to
accept any portion thereof, without having to accept a fee
estimate in its entirety. In addition, the Board reserves the
right to request re-submissions or cancel the Request for
Submissions in its entirety and proceed by way of
negotiations.
The selection of the consultant will be based on the lowest
acceptable fee from a firm(s) who complies with the provisions of
this Request for Submissions who can reasonably be expected by the
Board in its sole and unfettered discretion to provide
satisfactory performance on the proposed project based on
reputation, references, performance on previous projects and
sufficiency of resources.
2) VERBAL ARRANGEMENTS
In all cases of misunderstanding and disputes, verbal
arrangements will not be considered, but the firm(s) must produce
written authority in support of their contentions, and shall
advance no claim in the absence of such written authority, or use,
or attempt to use any conversation with any parties against the
Board or in prosecuting any claim against the Board. The firm
acknowledges and agrees that there is no representation, warranty,
collateral agreement or condition, whether direct or collateral,
or express or implied, which induced the firm to deliver this
submission or on which reliance is placed by the firm for which
affects this submission other than as expressed herein.
3) SUBMISSION OWNERSHIP AND CONFIDENTIALITY
All information obtained by the firm(s) in connection with this
submission is the property of Peel District School Board and must
be treated as confidential and not used for any purpose other than
for replying to this Request for Submissions and for fulfilment of
any subsequent contract. The firm(s) acknowledges that an
interested third party may gain access to the information
submitted with this Request for Submissions under the Municipal
Freedom of Information and Protection of Privacy Act (Ontario) as
same may be amended from time to time. If the firm(s) wishes to
treat any information submitted herewith as "confidential" then
same must be clearly marked as "confidential" so that the Board
may take the position that such information is not disclosable
under the said Act.
4) ALTERATIONS & CANCELLATION OF PROJECT
The Peel District School Board reserves the right to alter the
date for delivery of this submission or to cancel the Request for
Submissions without any penalty or cost to the Peel District
School Board.
5) AMENDMENT
The Peel District School Board reserves the right, in its sole
and unfettered discretion, to amend the Request for Submissions
for minor changes prior to the delivery date without affecting the
validity of the Request for Submissions.
6) INCOMPLETE SUBMISSION
The Peel District School Board reserves the right, in its sole
and unfettered discretion, to reject or waive minor errors
contained in a submission without having to disqualify the
firm.
7) CHANGE IN SCOPE
The Peel District School Board reserves the right, in its sole
and unfettered discretion, to change the scope of the work and/or
the services rendered in this submission and invite the
re-submission of such submission on or before the delivery date,
without necessitating a new submission.
8) DISCLOSURE CERTIFICATION
The firm must certify it has disclosed all relevant facts to
the Peel District School Board and has acted in good faith with
the completion and delivery of the submission to the Board.
