Provincial education grants leave Peel board with shortfall in key areas
Wayne McNally, associate director of operational support services, provided highlights of the education grants announced by the provincial government on May 26. The government has announced about 70 per cent of the revenue. School boards are awaiting announcements about the remaining revenue.
The Peel board expects a revenue gain of about $81 million for 2004-05:
- The government has provided a two per cent increase in benchmark funding in all areas of the budget. This increase is tied to the rate of inflation.
- Projected enrolment growth of four per cent will account for $38 million of the increase.
Despite these increases, there are two areas of significant revenue shortfall:
- Though the government's new funding model for transportation will provide the Peel board with a 4.5 per cent increase, there is a projected shortfall of $7 million between what government grant and the actual transportation costs in Peel.
- Though the grants provide a two per cent increase on benchmarks in salaries and benefits, the Peel board is still left with a salary gap of $30 million.
- The Peel board has not yet received Cycle 5 ISA special education funding amounting to $5.8 million for 2003-04. These funds have been approved for special needs students, but have not yet been paid by the government. The Peel board budget will include the $5.8 million in its revenue projection, identifying it as a budget risk.
The proposed budget will be presented at the regular board meeting on June 24. For more information or a copy of the proposed budget, contact Susan Graham in the Director's Office, 905-890-1010, ext. 2012.
