Accommodation Review Committee
Mandate and Terms of Reference

Mandate

The Accommodation Review Committee will lead a review of the school accommodation needs within the review area. Through consensus-building decision-making and community consultation, the committee will review available options and develop creative, community-driven solutions. It will make a recommendation for student accommodation to maximize student learning, within the resources available to the Peel District School Board.

Composition of the committee

The members of the Accommodation Review Committee (ARC) are appointed by the Peel District School Board trustees, based on the following representation.

Chair

  • superintendent of education for the designated area

Parents

  • Each school in the review area is represented by two parents. One parent is the school council chair or designate.

Educators

  • Principals of identified schools

Trustee

  • trustee(s) for the review area, if they wish to sit on the ARC

Community representatives

  • one municipal leader, if they wish to serve on the ARC
  • one business leader from the community of each designated school, if they wish to serve on the ARC

The ARC will be deemed to be properly constituted whether or not all of the members listed above are willing and able to participate.

Members of the ARC will respect the opinions of other members, review all options with an open mind and represent the diversity of the Review Area.

Evaluation
           
When examining the schools to be reviewed, the ARC will use the Peel board's School Valuation Framework and may identify other factors that could be used to reflect local circumstances and priorities which may help to further define the value of the schools.

The ARC will consider the following four criteria when examining the schools at that are being reviewed. Each value will has its own weighting.

The assessment is to weigh the value of the schools to the student above the other considerations. 

Timelines

Beginning with the first public meeting, the public consultation period must be no less than 90 calendar days.

The ARC will submit its valuation report and recommendations to the board within one 105 days after the first public meeting of the ARC.

At the end of the 105 days, the ARC will make the report and recommendations publicly available and submit the report to the Controller of Planning and Accommodation. 

After the submission of the ARC's report, there must be at least 60 calendar days' notice prior to the meeting of Physical Planning and Building Committee at which the ARC's report will be presented and received.

School holidays—such as summer vacation, Christmas break and spring break—are not considered part of the 60, 90 or 105 day periods.

The ARC will complete its report within the timelines outlined above.

Availability of Information

The Peel board will ensure that all information relevant to the accommodation review be made public by posting it in a prominent location on the board's website, www.peelschools.org. Copies will also be made available upon request.  The information will also be available in the office of each school under review, at the office of the superintendent of education, and the HJA Brown Education Centre, Planning and Accommodation Department, 5650 Hurontario Street, Mississauga.

All information will be explained in plain, easy-to-understand language.

The ARC will ensure a process is in place to respond to questions raised at the meetings that require further research and follow-up responses.
